I'm not sure what equipment you are using so I'll give you a few pointers.
How to make your egg whites foam?
1. Ensure that there is NO egg yolk whatsoever in your egg white bowl prior to whisking as this will cause the whites not to froth/foam.
2. Always ensure that there is no traces of grease in the bowl you are using as this could also affect your outcome. (This generally happens more with plastic mixing bowls, so give them a good wipe round before use).
3. Place your egg whites in a clean bowl, always use an electric whisk on full speed from start to finish and watch as your egg whites turn from liquid into foam before your very eyes.
4. You cannot make egg whites foam using a manual whisk.
